Condoms given to census staff

More than 100,000 census officials, who will be visiting South African households this week, have been issued with condoms. The Free State census manager, Owen Thothela, said: ‘The condoms are for use in their personal time.’ However, he also conceded that staff might as well be protected in case they were led into temptation at work. The health department said that the move was part of the country’s AIDS awareness programme. Opposition MPs, however, expressed concern that staff may be encouraged to forget their duties.
